It's a Scandal Bag
No, it's not a plastic bag, it's a scandal bag. For some reason most, not all, plastic bags are black and are called scandal bags. When I first got here, they were my enemy and still are but I have found a use for them - they are our trash bags; and occasionally we use them to carry our lunch and such. The reason why they were my enemy is because they are everywhere and are a primary vector for litter. And you know what happens when a scandal (plastic) bags are thrown on the ground and get wet? Yup, they get nasty! Why are they called scandal bags? Well, one explanation I got from a co-worker is that everyone uses them to take to the market and carry them everywhere such that they are scandalous. Hence the name scandal bag.

ANOTHER EXPLANATION
The best explanation for the name "scandal" bag that I have is that the "scandal" bag came about with the advent of see-through bags. Technically (if my understanding is right) the black grocery bags are not "scandal" bags, but "lauder" bags. I'm not sure what that means, but the lauder bag was alright and the scandal bag was pretty sketchy because now everybody could see into your bag and knew all the dirty things you would buy like... well... not sure. But that is my understanding of the scandal bag phenomenon.
